Who We Are



The Association of Water Board Directors – Texas was formed in the early 1970’s to promote unity and education among the various water districts in Texas. We are an advocacy group for utility districts.

The Association has over 780 members. The membership is made up of different types of districts; MUD’s (Municipal Utility Districts), PUD’s (Public Utility Districts), SUD’s (Special Utility Districts), UD’s (Utility Districts), and WCID’s (Water Control & Improvement Districts), etc. Each of these districts is governed by at least a 5-member board of directors, who live or own property in the district that they govern. Our directors are grass root public officials.

Consultants to our industry also may join. Many of these firms or departments of firms that handle the day-to-day operations of districts are already members of AWBD. This group is made up of attorneys, developers, bookkeepers, engineers, operators, financial advisors, auditors, etc. As members, their employees enjoy all the benefits AWBD has to offer. Municipalities and suppliers to the industry are also members.

Historically, districts manage the water and wastewater of their respective area. The laws are very specific on what a district can and can not do, but more recently the Legislature has opened up additional areas in which a district may become involved; i.e., solid waste disposal, recycling, parks and pools. Quality of life is becoming an important issue to the individual districts.

AWBD maintains a close relationship with all governmental agencies that impact districts’ operations. Our committees monitor the activities of and submit information to the Texas Legislature, the Texas Commission on Environmental Quality, and the EPA.

Through conferences, AWBD gives our membership the opportunity to stay abreast with the latest technology, laws and rules that will affect their daily operations. We provide a forum to express their views and concerns and it is an opportunity to exchange ideas.
